To whom it may concern, As a retail investor I urge the SEC to withdraw this rule proposal. The rule provides more tools for institutions to skirt their obligations regarding Failure to Delivers at the cost of individual investors. Retail investors seek a free and fair market and the proposed rule detracts from that.
