I would like to comment onto the rule proposal recently proposed SR-NSCC-2022-003. I’m a retail investor in the US stock market. From what I read of this new proposal I’m failing to see the purpose of this new rule. Is this rule to pretty much create an environment that leads failure to delivers in our market to constantly stay in a state in which issuers have no accountability or obligation to the state of failure to delivers?
  I’m confused as to what purpose or end such a rule is to impose that makes the US markets more transparent and fair? If it doesn’t make our markets more transparent or fair then I fail to understand why this needs to be enacted.
I hope this rule is withdrawn or maybe explained more plainly so I can understand the purpose of such a rule.
