To whom it may concern, I am a retail investor and I oppose this rule. It does not create transparency in the market, is not in the spirit of a fair market, and does not benefit the everyday retail investor. It does not promote a fair market in any way and would certainly cause more harm than good. To ensure a fair market, and to protect retail investors from unfair market behavior, and to preserve retails faith in a fair market, this rule should NOT be adopted. Regards, A Retail Investor
