Hello, This rule would be very harmful to retail investors like myself. It allows hedge funds and big banks to mitigate the risks of their illegal trading and predatory investing by allowing them to kick the can down the road instead of paying the fair value of their failed and/or illegal investment practices. In what world is this fair? Please do not adopt this rule. The market should be fair a free from manipulation like this. I understand it may make the big companies more comfortable in the short term but it does direct harm to retail investors and only allows the problem to grow to explode further on down the line.
