Good Afternoon, I fail to see how this rule improves the fairness of the US markets, and only favours a minority of market participants at the expense of most others, namely retail investors, and true price discovery. As an investor in the US stock market, I oppose the proposed changes under SR-NCSS-2022-003, and I would like to understand the rationale as to why such changes would even be suggested or needed in the first place, explained in a way that is open and transparent to all market participants, and not in overly complicated and inaccessible legalese. Or would you prefer that people not know what the changes truly mean for their investments? Please do better. A concerned retail investor
