To whom it may concern, I am a US citizen and investor in the US stock market. I find the following proposal: SR-NSCC-2002-003 extremely concerning. This proposal appears to both hinder proper price discovery as well as further incentivize strategic failures-to-deliver on shares. This rule also appears to remove the risks associated with naked short selling. I believe that market making entities, authorized participants, prime brokers, and any other larger financial entities all must play by fair rules to ensure the health and success of the US stock market. Allowing any of the major players to escape the consequences of risky bets will only further incentivize the continuation of risky gambling which threatens the stability of the financial system. Furthermore, protecting such actors with opaque, unfair rules will materially harm retail investors. It is my sincerest hope that you immediately withdraw this proposal as it stands to protect reckless actors from paying for the consequences of their actions.
