To whom it may concern, I am an overseas retail investor and I oppose this rule. It does not benefit the everyday investor, the small investor, and the public in general. It also doesn't create transparency, on the contrary, it destroys it. The rule does not promote a fair market and it should not be adopted. I hope the SEC gives this the importance it deserves and protects retail investors. Sincerely An overseas investor
