To Whom It May Concern,
So, we’re doing the "let-them-eat-cake" rule proposal again. NO on SR–NSCC–2022–003. It's a bad comedy joke. Its sole purpose is to launder illegal naked shorts & persistent Fail-To-Delivers. I am a taxpayer, a citizen of the United States, and a retail investor writing to express my concern over this rule and its implications, I am highly disturbed by this rule, and I hope the sec repeals this rule as soon as possible. This proposal benefits the retail investor in no way, shape, or form, and is a disgrace. This ruling allows Wall Street to gamble with 99% of this country’s money and face no repurchase when their gambles become losses. This rule would allow institutions to control stock prices unchecked. As I understand it, this allows an essential like-exchange agnostic to the success of a company wherein $100 (or $100MM) of an abusively shorted stock can be exchanged for $100 (or $100MM) of any other stock, thereby eliminating the risk of short selling. When any person or entity short sells a stock, they knowingly take on that risk and should have no other way out of that gamble other than to purchase that stock back to satisfy the debt that comes with a short sale. Please keep in mind, that you are also dealing with entities that will gamble away the pensions and retirement accounts of hard-working Americans. This administration has done nothing to stop the systemic risk, naked shorting selling, PFOF, or dark pool trading abuse by those who wish to take price discovery away from our “free” and “fair” markets.” This same policy has been proposed TWICE before under different guises because the morally bankrupt white-collar thieves on Wall Street are TERRIFIED, they will be caught by the CONSEQUENCES of their own poor decisions they must be held accountable, and they must stop their abuse of rules that have, for far too long, given an unfair advantage. I would ask that you help deliver a just reward for their treachery by denying this and any other rule changes they propose to further promote their systemic corruption. Please do your part and stop this.
