Dear sir/madam, I am inclined to correspond as an international investor on the proposed changes to your regulations as above. This is, in short, an affront to market transparency. It serves to perpetuate suspicious practices and diminish international confidence in the competencies of the US stock exchange and unfortunately this proposal and any of it's sort will be opposed.
