To whom it may concern: Please reconsider the approval of rule SR-NSCC-2022-003. The reason you find yourself having to create multiple layers of “protection” is because the other layers have failed instead of dealing with this problem head on. There should be a transition phase that instead encourages hedge funds and market makers to become lose reliant on the ability to FTD without consequences, which puts our markets at risk. The credibility of our stock market is at stake here.
