Dear SEC, 


Proposed rule change SR-NSCC-2022-003 seems a fully backwards step to take if you are interested in fair markets. 


How can you allow some parties, i.e short sellers, to be let off the hook when their positions don't go the way that they want, yet if I or any other individual investor were to "lose" a trade we would be forced to accept our losses? Surely a fair market would have more locates and less borrowing? 


Please do the right thing for the people and remove this proposal.

PS How difficult it is to find this major proposal does not fill me with confidence that you're interested in bettering the market. It makes it seem like you want it to slip through unseen.
