SR-NSCC-2022-003 effectively condones stealing. It will allow market makers to commit fraud. It does a complete disservice to the supposed "free and fair" market. It allows for kiting of fail to delivers and will most certainly be abused by those inclined to do so. This same policy has been proposed twice before and continues to waste time and resources. Throw this garbage in the trash once and for all.
