I strongly oppose this rule as it does does nothing but benefit large institutions who continue to abuse and distort our fair markets. I am appalled at these repeated attempts to create unfair advantage to those who continue to rob our system. As a retail investor who seeks transparent and fair markets, please do not adopt this rule. Thank you, Brent Harland
