ABSOLUTELY NOT! 


If this rule passes, I will be done with the stock market. 


A fair and orderly market (which is the SEC's duty to protect) does NOT require more borrowing. If this is adopted we will be moving in reverse. 


I'm already on my final straw as a retail investor. Gary Genslar mentioned on national television that NINETY PERCENT orders go to dark pools. 


Market participants got themselves into this mess by being overleveraged, and their only way out is to bend the rules. 


If this is adapted, I will have lost all faith in the SECs duties, and in the stock market as whole.
