Dear Sir or Madam, I am a very concerned investor. I've heard about your new rule proposal SR-NSCC-2022-003. It opposes everything that the free market stands for. I'm very concerned that it is a rule that is designed to keep the ultra wealthy elite in place so it can continue to do their crimes, selling stocks they don't own, infinitely.
