I am writing concerning the proposed rule SR-NSCC-2022-003. There is a reason similar rules have not been adopted in the past. This rule is an excuse for wrongdoing, a way to get around accountability. Furthermore, it is a way for the elite market participants to further damage faith in markets as a way to maintain wealth. You work for all Americans, not just the wealthiest. I beg you to remember that. Best, Andrew Cochran
