To whom it May Concern, I hope your day is going well and, while I selfishly hope you have received many letters on this subject, I hope it is going smoothly and quickly for you! I am writing to indicate my extreme disapproval and outright concern for the proposed rule. My understanding is that this, among other atrocities, would allow an easy gate-way for particular securities transaction shortfalls (i.e. delivery on short-sales/FTD/ to be avoided via SFTs) and would therefore not only encourage that illegal behavior, but also allow for previous BAD bets out of dire situations. This proposal is, self-admittingly, helpful ONLY to the institutions that have proposed it, and a direct disadvantage, and hardship to the retail investors. Thank you for your time, Michael Fabrizio
