Hello, 


As I’ve done with all of my other comments on recent rulings I will say that the last decade has been extremely apparent that our financial system is becoming more convoluted and lost with complexity. 


This ruling as I understand it enables short positions to be covered and non-traditional ways with allowing an exchange of assets to be used in lieu of actual monetary value. 


It is of absolutely no surprise to anybody anymore and it is being brought to the attention of my senators and congressmen and congresswomen that failure to delivers are being traded between hands of people that should be long banned from the markets for their egregious fraud and predatory market making 


How can somebody though for still a failure to deliver of one asset by using another stock with completely different values and underlying support of that company. 


There are many market makers and hedge funds and banks that on a majority of any company that you can possibly list so what is to stop them from pumping a stock fulfilling their failure to delivers which should not even be legally allowed anyways trading hands and then crash the stock again? 


This room makes absolutely no sense because the majority of the stocks are owned by only a very small percentage of the population anyways and most of these are all banks and institutions that are managed by friends all in the same group of people. 


What you are doing is you’re allowing a escape route for something that should be legal and is illegal in the first place yet you choose not to enforce it. 


This will be going into my additional emails to the FBI and to the sitting members of Congress to enforce better legislation and greater transparency of the markets. 


It’s is absolutely nonsense and what you’re doing is Allowing people in the higher positions to continue to hold onto their assets after they continue to make bad bets. 


Legal responses need to be upheld and I hope that the FBI and standing members of law-enforcement will see the need to protect this country from enemies foreign and domestic. 


You are allowing escape routes for people to continue to destroy our financial system.. rob our police officers firefighters education system kids school buses in infrastructure just so you can fulfill pockets and keep money from being tax causing a permanent stain on this country. 


I will not stand for it.
