Hello, 


As an active investor in the US markets I am deeply disturbed by the proposal of rule SR-NSCC-2022-003. 


It seems it would add more complexity to an overly convoluted market already, while providing no value to retail investors at all. On the contrary even, it seems it would suppress fair price discovery (even more). 


Additionally, from my understanding this rule would allow Fail-to-Delivers to be wrapped in yet another layer of delays. It seems this rule is designed to provide some legal framework for what are in essence already extreme forms of abuse of the current rules. 


I'm aware that there is already great demand to scrap this rule and I would like to add my voice to this camp wholeheartedly.
