I do not support this proposed rule change. This change was clearly written to be anti-retail and to hide failure to delivers indefinitely. It is shocking that FTDs are even allowed to happen and that this is being proposed. This proposed rule change is essentially the same as check kiting with security deliveries - it is a form of fraud and should be illegal. Do not pass this proposed rule change, retail investors are watching closely.
