This rule is a blatant disregard to a fair market. It is designed to empower the criminals and further non-tranparency. We are at a critical juncture here. Too much has come to light regarding corruption and criminal activity in the US Stock market. Passage of this rule would be yet another nail in its coffin. Sincerely, Retail Investor
