Hello SEC, I have lost faith in the security provided for free and fair markets. The proposed rule change is an unfair and complex rule compiled to screw over retail investors. To use Securities Financial Transactions as a place holder for transactions only kicks the can or corruption down the line. This practice would enable short hedge funds to continue shorting when failing to delivery what they owe. From, Bryan William
