Dear SEC, As an overseas retail investor, I'm writing this email to express my extreme disappointment and concern about the proposed SR-NSCC-2022-801. Allowing this rule to be set only gives advantages to large financial institutions while incentivizing more reckless and risky business practices. it is very clear that this proposal does not help nor contribute in any way to a fair market. SR-NSCC-2022-801 is a terrible proposal with unfair advantages for the bigger players and promotes less transparency which as a retail investor is unacceptable when buying shares or securities in this market. I implore you to take this concern seriously and remove/reject this proposal for the safety and fairness of the market. Kind Regards, Mr. 高祿
