As a retail investor, I'm extremely concerned that SR-NSCC-2022-003 is being proposed. 


This rule would hurt price discovery and allow large institutions to naked short companies without repercussions diluting my value as a shareholder. 


This rule would allow for infinite can-kicking when a large institutions reckless bet didn't pay off. Failures to deliver are already a significant issue in the current market and this rule would only contribute to the problem. 



When I see rules like this proposed, I lose even more faith in the stock market. If institutions and market makers are allowed to naked short and fail to deliver without repercussions, why would I invest my hard earned money when the rules are stacked against me? 


This same time has been proposed TWICE before just written slightly different. It's very frustrating for you to keep trying to slip this through.
