Dear Sir or Madam, I´m a retail investor from Germany who is invested in the US Stock market. I would like to express my thoughts on the proposed rule SR-NSCC-2022-003. This rule does nothing more than putting power and scope to bad actors who would abuse the mechanics discussed in the proposal. It is set in place to ``alleviate Fail To Delivers´´, but inaction does nothing to eliminate them and in effect, protects the action of naked short selling, which is ALREADY ILLEGAL. This rule leverages the complexity of financial vehicles to put power in the hands of institutions, effectively safeguarding them from their own bad bets. Passing this new rule would only further deteriorate the public's faith in an American ``free and fair market´´. I urge you to withdraw this proposal immediately. Best regards Noah Luca Hansen
