Hi, to whom it may concern, 



I'm a french retail investor, and I'm invested in the American financial market. I spent some time reading this proposed rule: https://www.sec.gov/rules/sro/nscc/2022/34-94694.pdf . 


From what I understand from it, this would hurt US companies and the retail side of the financial market. 


FTDs are one of the biggest problems today in your market, and the proposition of SFTs (Security Financial Transactions) is sketchy. This is not going to solve the FTD problem. 


I thought the mission of the SEC was to look for investors, not Market makers and short hedge funds, who are not delivering securities.
