Hello, I’m a retail investor from Germany and after reading through the document I came to the conclusion that this rule would only benefit bad actors . Faith in US markets are already diminished. Their are not “fair” or “free” and this rule will make everything worse . I urge you to not let this rule pass . Regards Benedikt Fechner
