To whom it may concern,
After reading through this article, I had trouble coming to the conclusion on how this benefits retail investors. 
I do believe that this rule was created with a vail of complexity, so that most retail will not understand the ramifications of this new proposed rule. I believe that this will only benefit banks, hedge funds and wall street, while leaving retail further in the dark. 
The SEC should be making rules more transparent, and less complex, plus hiding the true intentions of this rule, that is to benefit the aforementioned groups above.
As a American Retail Investor, I find it absolutely revolting that the SEC has rules like this being proposed and makes me want to take my money out of the US markets and only invest in non-US markets. 
I do ask that you please reconsider this proposed rule and vote against it. It would show integrity on your behalf, as well as provide some trust that has been missing for a long time between the SEC and retail investors.
