Speaking as a retail investor, I believe SR-NSCC-2022-003 works against the idea of a fair market and would ultimately provide bad actors with additional, complex financial tools to further perpetuate their abuse of the market. The proposal to "alleviate Fail To Delivers" would seemingly protect the action of naked short selling, which is already illegal (despite inconsistent enforcement). 


This rule would dampen the American public's faith in a "free and fair market" at the expense of safe-guarding large financial institutions and failing to hold them accountable for their actions. I urge you to withdraw this proposal.
