Please take a moment to consider, The rule change SR-NSCC-2022-003 that intends to implement Securities Financial Transaction will severely undermine the ability of our stock market to remain free. No rule involving the allowance of Failure to Deliver on shorted stocks should be immediately rejected. Please consider implementing rules that severely punish Failures to Deliver. The illegal short selling that has been allowed to happen and continues to happen is the biggest failure of the US government and SEC. looking forward to the rejection of SR-NSCC-2022-003
