I am a retail investor and would like to have my thoughts known regarding this new rule change (SR-NSCC-2022-003). This rule does not fully support what a fair market is. Bad actors would be able to use and abuse this rule to continue to naked short sell which is illegal. This rule does nothing to change that. Big institutions would be free from consequences to their losing bets in the markets by continued to “alleviate Fail to Delivers” as an option. Please withdraw this proposal to create a greater faith in fair U.S. markets. Thanks for reading my concerns!
