To whom it may concern, This rule is absolutely outrageous and as a retail investor, i am disgusted by your actions to protect institutions. For decades, the United States has descended into a nation that represents the will of Wall Street and corporate America. This rule would dig an even larger hole. I was under the impression that Mr. Gensler had committed to protect us. Have we been deceived once again? Your actions (and frequent inactions) have allowed a free market to be one that only operates for the super rich. With this rule, you’re making it impossible for retail to win. I’d like to be proud of this nation for once in this century and this rule would be another massive disappointment that causes bitter resentment among Americans. If you care about the American people and investors, then please stop this outrageous rule proposal. Sincerely, Noah Kroeger
