I can’t believe that I am here writing the SEC. Your job is to create a fair and orderly market. This rule would allow bad actors who are already committing crimes to wiggle their way out of the crime. Just because you write a rule or law does not mean it is ethically right. If a foreign entity steals money from thousands of Americans through criminal activity wether it by computer or actual physical means we would call that a act of terrorism. This is nothing short of a act of domestic terrorism. You are allowing wealthy million and billionaires to steal money from Retail Investors and make up their own rules as they go along. I don’t like everything my government does. I am OK with that. You can’t please everyone all the time. I still pay my taxes though. I believe in free and fair markets and letting the people decide. I understand that I am not some big shot who’s single voice will even be heard. At this point their are millions of us watching this thing play out. If you lose our faith in the American financial system it will never return and we will teach our children the same and this will effect and send ripples through the value of the American dollar for years to come. If this law passes I consider it a act of treason and so will many others. We will be living in a Oligarchy not a democracy at that point. I implore you to think about the weight something like this will carry. You want to regulate crypto but can’t make a fair stock market. We will turn to DeFi and never look back not caring if it is illegal of not. Why would we do that? Well if you support criminals and steal our money why would we care about any of your other laws. We won’t. Many share my sediment at this point. It is honestly not what I want to see happen or what should happen. But we are scared of our markets at this point. I believe in our Democracy. I really hope you protect Retail investors at all cost. Do the right thing, not the thing that rich people want you to do for them.
                     Sincerely,
                              Ryan Martin
