Dear SEC, As a concerned investor I am writing to you to Urge you to reject the proposed rule change. The implication of this proposed rule would have detrimental effects on the market and retail investors for years to come, which will eventually bring scrutiny and criticism to the intentions of the writers in the first place. We are loudly advocating that the SEC recognizes the disservice to retail that this proposed rule change would have if enacted. Thank you for your time and understanding, Andrew
