Sir/Madame- Please do not allow Failures to Deliver (FTDs) to be expanded or tolerated. It's very simple; You regulate a casino; the whales don't want to pay when they have a losing bet. They know you won't make them pay and they use that as their strategy. That strategy makes the retail investors pay for their absurdly large bets. Stop it. Make people pay for their bets before the dice is thrown or the cards are flipped. You make me do it. And you make every small retail investor do it. You're giving hedge funds "markers" at the expense of retail investors. Enforce the rules, don't weaken them. Regards, Paul Spletzer Pinckney, MI
