Hello, 


I'm writing about the proposed rule SR-NSCC-2022-003. If I don't understand it correctly, then I apologize. If I do understand it correctly, it would allow organizations who participate in abusive short-selling to get off the hook when their bet doesn't pay off. 


The fact that short selling abuse is allowed is a separate issue. The LEAST a retail investor can hope for is that the organizations who participate in abusive short selling will be held accountable on the occasion that their bet goes wrong. There are retail investors on the other side of those bets. 


I have already fully lost faith in the American financial markets, I see they are a system utterly rigged against an average retail investor. If this rule goes through, I will move from simply having lost faith to becoming an activist. I will convince anyone who will listen that America is simply not a place where one should invest a single dollar. 


Please do not implement this rule. Please do something to stop abusive short sellers.
