To whom it may concern, This rule proposal is truly disturbing. Failures to Deliver are already running rampant through our financial system in ways that allow fraud and abuse to thrive. Do not allow the situation to worsen. Remove this rule and never propose anything similar again. The SEC's job is to protect investors. Do that job and remove PFOF instead of proposing rules like this. Elliot Frantz
