To whom it may concern, I believe this proposed rule, SR-NSCC-2022-003, should not be implemented. It does not in any way help retail investors. We need rules that make our "free and fair markets" more transparent and more free and fair. Any rule that aids an entity to lend or sell securities that it cannot locate and results in an FTD should never be brought into law. Thank you, A concerned USA citizen.
