I oppose this proposed rule. This securities financial transaction method will not enable a fair and transparent market nor will it protect the rights and opportunities of retail investors. It adds needless complexity to and already complicated market where hedge funds and large entities have completely different and advantageous rules compared to smaller/retail investors. Trust in the market is already been eroded and enabling short sellers to get out of exposed situations through these proposed methods will simply erode this trust even more. Thanks, James
