Hello SEC, I would like to express my great concern that the following filing: SR-NSCC-2022-003. This should not move forward. I'm extremely concerned that the SEC is abandoning your mandate to protect investors and maintain fair, orderly, and efficient markets in order to implement another mechanism to subvert regSHO locate requirements. In order to have fair and orderly markets, we need MORE locates and LESS borrowing: you are literally moving the markets backwards by adopting this filing and creating more fraud and less transparency. Just because some market participants got themselves into hot water doesn’t mean that the SEC should change the rules to protect them from consequences. Make the borrowers deliver on their promises instead of granting them overnight IOUs. Please know that I am extremely against this filing and encourage you to go the opposite direction....and further protect the retail investors. Thanks for your time, Curtis Duncan
