Dear, With this email, I am voicing my concerns about proposal SR-NSCC-2022-003 as a foreign retail investor. This proposal is not in the interest of the market at large. To me, this proposal seems like an example of creating complex rules so retail investors remain ignorant of the inner workings of the market, ignorance that can be abused by Wall Street. This proposal does not lead to transparency in the market, which is currently sorely lacking. Therefore, I vote NO on this proposal. Regards, Maurice Buiteman
