To whom it concerns, This new proposed rule serves no purpose in the scope of things. The fact that naked short sales and failures to deliver even exist is frightening. I do not see how this rule would help ensure that our markets are more efficient and fair. The issue at hand is the naked short sales and failures to deliver, yet that seems to be swept under the rug repeatedly. This rule would effectively allow this malpractice to continue endlessly, and as a retail investor I do not see how this would benefit me. This rule serves no benefit to retail investors. Please prosecute naked short selling and failures to deliver. This rule effectively treats symptoms rather than the disease. Sincerely, A concerned retail investor.
