The proposed rule to essentially create a system of IOUs to protect higher powers from extreme volition only benefits hedge funds and does NOT protect the retail market. Please reconsider SR-NSCC-2022-003 do not let this travesty pass and kill what little fair trade we have left. Sincerely, Scott George
