It is in my opinion after reading this that it is an attempt at disparaging retail by way of less transparency than already exists. This rule would allow institutions already hiding FTD’s to continue doing so and would hurt true price discovery. I need to be honest, it is very disturbing seeing rules like this even being considered. There seems to be no reason whatsoever that this rule should be necessary besides supporting illegal activities, which nearly every institution has a vast past history of paying fines for. I very much hope that this doesn’t pass, and that you think about retail when making your decision. - Justin Pitts
