To whom it may concern, I am writing to express my concern with these proposed rule changes. Allowing these brokers, market makers, etc. to legally "kick the can" instead of fulfilling the promises they made when they entered into their transactions is harmful to everyone, especially retail traders. These rules are complex and said complexity is used to the advantage of the brokers, big banks, hedge funds, market makers, etc. This is UNACCEPTABLE. These markets are supposed to be fair for everyone, adding more rules like the one proposed - SR-NSCC-2022-003 - will only increase the lopsidedness and inequalities that retail traders face.
