Good morning.

Quick and accurate price discovery is paramount to effective and legitimate capital markets. After reading SR-NSCC-2022-003, I worry that these proposed regulations may allow market participants who already leverage unfair advantages over retail investors like myself to avoid obligations that will hinder the price discovery process. In my opinion these regulations are a step in the wrong direction- increasing the potential for abuse and the destruction of fair and free price discovery. We should be looking at stronger FTD regulations and enforcement, not less. What is the point of having share delivery regulations if non-delivered shares can simply expire?

I urge the commission to reconsider these proposed regulations, and absolutely object to their passage in current state.
