Hello, As an individual investor I am appalled that such a horrid rule is being proposed. The solution to trading obligations should be to fulfill them, always. Fulfilling an obligation with another obligation is exactly the sort of reckless and easily abused rules that have been the mechanism for financial crises of the past. Do you plan to let individual investors of all income levels participate in this sham of a system? Of course not, this protects the few at the expense of the many and you folks are out of your minds to think this is a good idea. Make them fulfill their obligations. Make them pay back their debts. Make this a fair market for once in all of our lifetimes.
