Hello SEC As an ordinary hard-working citizen, I would like to voice my concern over this proposed change. First off, to be perfectly clear, this is the 3rd time this has been proposed after failing the first 2 times. Second, after carefully reading the 43-pages of "changes" does not benefit retail at all. To keep it simple, this rule change is a disgusting jab at retail, and the world will lose faith in U.S markets (if it hasn't already) as you are basically giving corporations, Market Makers and Brokerages unlimited power.
