Dear SEC, Transparency, honesty, and ethics are what make our markets the best in the world. This rule undermines those key tenets of a free market. Share lending programs where shares do not exist in the name of "liquidity" or "market making" is like digging a hole within a hole, hoping you'll dig your way out. As a citizen of the United States, I urge you to cancel this request and identify new ways to address the inherent systemic risk that has been created from bad actors. Do not sacrifice the citizens of this country in favor of Wall Street.
