To whom it may concern, as an individual investor, I'm appalled at the lengths to which you are going to protect financial entities who have clearly gone above and beyond to over leverage themselves. This rulinging is yet another poor remedy for an intrinsic problem. The larger issue is that you are not willing to actually address the issue and to punish these entities. This rule only goes to further deteriorate what little trust is left from the individual investor in the financial markets. Do better. A concerned citizen and individual investor.
